Create shipping rates
Build scenarios that calculate your own rates at checkout, and control which one wins with priority.
A scenario is a rule of the form "when the cart matches these conditions, show this rate". Shipping rates need the Pro or Grow plan and a connected carrier service. See Set up the carrier service.
Create a scenario
- In Rulify, go to Shipping rates and click Create scenario.
- Choose a template or Start from scratch. Templates: Free over a threshold, Weight tiers and Remote surcharge.
- Fill in the sections below, make sure Active at checkout is on, and click Save.
Basics
- Scenario name. Only you see it.
- Type.
- Base rate creates a shipping option at checkout.
- Surcharge adds a fee to base rates that already matched. Use it for remote-area, fuel or oversize fees. A negative amount works as a discount.
When it applies
Conditions sit in groups. Every condition in a group must match. The scenario applies if any group matches. A group with no conditions matches every cart.

Date and time use your store's time zone. To reuse the same list of countries and postcodes across scenarios, create a zone. See Shipping zones and postcode prefixes.
Rate customers see
- Rate name at checkout. The option title customers see.
- Description at checkout. Optional. Shown under the rate name.
- Rate tag. Optional and internal. A surcharge can target this tag so it applies only to this rate.
- Delivery time, minimum and maximum. In business days. Rulify turns this into an estimated delivery date. See Delivery date estimates.
How the price is calculated

Surcharges can also use % of the base rate price, for example a 10% fuel fee. A rate never drops below free, however large a discount is.
For tiers, the first matching tier wins. Rulify warns you when tiers overlap or leave a gap.
Price currency is the currency of the prices you enter. Only currencies enabled in your store are listed. Weight unit follows Settings unless you change it for one rate.
Priority: which rate wins
Rulify checks scenarios by priority, lowest number first.
- The first priority with a matching base rate wins. Lower priorities are not shown.
- Base rates with the same priority number are all shown, so customers can choose between them.
- Surcharges add to every matched base rate, or only to rates with the tag set in Applies to rate tag.
Use the arrows on the Shipping rates page to change priority. The editor shows which scenarios are checked before this one, shown together with it, and checked after it.
Example: standard and express side by side, free over $100

A $120 cart sees Free standard and Express. A $60 cart does not match priority 1 for Free standard, but Express still matches at priority 1, so it sees only Express. To show Paid standard as well, give it priority 1 and add the condition "Cart total below 100".
When no scenario matches
Checkout shows no Rulify rate, unless you turn on the Safety fallback rate.
Scenario limits
Standard allows 3 scenarios, Pro allows 15 and Grow is unlimited. The limit counts shipping rate scenarios and delivery option rules together. See Plans and billing.
